I almost wasn’t even going to mention this because I had before. But there is one interesting little note. The New York GOP primary is winner-take-all. Did Spitzer just assign a bunch of delegates to Rudy with a pen?

Sorry for being a little off-topic, but I thought this was classic. Don Wolfensberger, one of the great Congressional procedure wonks, described in Roll Call ($) the procedure that allowed the GOP to amend a the DC vote bill with a DC gun ban provision.
